Ron, I live near Bowling Ball Beach. I believe your rock is a flint. I have collected a lot of it off Mote Creek Beach, a surf spot 1 mile North of there. The beach is covered with it.

It looks like a chalcedony, with a choncoidal fracture. It has a softer calcium-type crust, which I understand flint can have. When I took it to the San Francisco Gem Society workshop & cut a piece, we could smell a distinct petroleum smell. So, my guess is it has some petroleum in it.

Ah, conjecture...
