Those stains look more like oil stains than water stains. I am not sure what long term exposure to oil will do to the adhesive in the wheels holding the wheels together. There is a good chance it might actually be worse than water exposure and stains from long ago.I think you should definitely replace the wheels (they do look like they could be out of round and at least in need of squaring up) I would definitely replace them with diamond wheels if you can afford it.
