Black Hills of South Dakota dig sites?

My uncle knew a guy who used to go collecting tourmaline... and other gemstones in the Black Hills of South Dakota. He said it was pay to dig site. Does anyone know of any pay or free to dig sites for gemstones and/or collectable minerals in the Black Hills area? Thanks for the help!
