The pic you posted looks like prehnite. Assuming that it _is_ from Hawaii, prehnite is a common alteration product of basalt and the shape of the pebble is suggestive of a basalt vug. Prehnite is not really very hard. More on the order of feldspar rather than quartz. It polishes very well, though. One of my personal favorites.
