The Dremel is certainly too fast, you may need to get a small drill press, much more control over what you are doing with it too as the bit is held vertical and can be moved up and down easily, just be aware that they are generally made of steel and cast iron and rust quickly if water is left on them, a quick wipe to get rid of the water then another wipe with an oily rag is all that's required though.
