I'd guess this was shaped by wind-blown silt, a "ventifact". I have picked up similar rocks on a local (Cape Cod) beach, known to be a good source for ventifacts left by the last glacier (there are some very large boulders with parallel grooves cut by the wind before vegetation returned around 10,000 years ago).
