Rock, steel and diamond can withstand temperatures much higher than is found in a grinding wheel and a slab saw. Friction and abrasion are the main reasons for needing a lubricant. The cost of new saw blades for slab saws is a primary reason for using oil over water. I agree oil does help to lubricate the screw feed mechanism, unsealed bearings and rails on which the carriage moves. If water was such a great lubricant, why isn't it used in bearings and other applications where friction and heat can be a problem?
