My first thought without seeing the tubes you described was caddis fly "houses". The caddis fly in the pupa stage of it's aquatic insect life builds a sort of protective shell sometimes made of small sticks or twigs and also of tiny pebbles glued together. Once the pupa is ready for it's adult winged insect life, it climbs to shore and sheds it's house leaving these tubes behind.
I may be way off base here, but the size of the tubes and materials used in the construction of these tubes sounds like one good possibility. Any other ideas out there?
