I grew up in Laredo so long ago Falcon Reservoir wasn't even there. I used to collect around the old Zapata, the original site before the waters rose behind the dam and flooded the town. Agates were plentiful at the time. Excellent specimins of mica were also present along with sea fossils. I used to search the sandstone banks along the Rio Grande. Back in the 40's, 50's nobody got too excited if you picked up samples. Today I'm sure that's changed. Most of the land was, and is, private. Be sure to ask permission. Falcom is a State Park. Check the regulations about collecting. If you approach Falcon from Laredo, about 25 miles out of Laredo you come to a roadside park on top of a hill overlooking the Rio Grande. The sandstone bluffs along there used to be a good site. One thing, I've seen pretty big rattlers in that area. Be careful.
