Short of hand carrying them yourself, I don't believe there is a "safe" way to ship very fragile specimens. UPS and other commercial carriers treat their packages with total disregard. I think [Fragile] and [This Side Up] labels simply serve as an invitation to the UPS monkeys to kick them around all the harder.
After a great deal of hassle and hoop jumping, you may be able to collect a claim from the carrier in the case of insured packages showing evidence of blatant abuse and mishandling, but that still doesn't fix broken specimens. Once broken, forever repaired.
