I'm not completely clear on what you are trying to accomplish, but got the idea that you are wanting to use the 8" Covington saw top to set up another saw, independent of the 12" slab saw you acquired.

If you want to use Covington parts to complete an 8" saw, you can probably obtain them directly from Covington. You did not mention if you have already approached Covington regarding a saw base and arbor to match the top. In my dealings with Covington I have found their customer service and support to be generally excellent, particularly so with warranty or product quality related issues.

If you have not already queried Covington regarding factory parts to go with the saw top, that would be the place to start:

I think you are unlikely to find any sources who would stock these Covington components apart from Covington - dealers who stock even complete saws are rare birds anymore - the trend is drop shipping. The saw base casting and arbor no doubt add up to a significant portion of their manufacturing cost for new product, so I expect these factory parts are not going to be cheap coming a la carte from Covington. However, assuming you can supply the motor, pulleys, belt, etc. etc. from economic sources this approach might be viable.
