Hello Warren;

I don't know where one would look for blue or purple agate, but testing for hardness is the same as for any mineral. Since agate is quartz it should have a Mohs hardness of about 7. You should not be able to scratch it with the tip of a knife blade. If the hardness is 7 agate will scratch quartz with difficulty and be scratched by quartz with difficulty. It will easily scratch feldspar (Mohs 6) and is easily scratched by topaz (Mohs 8).
